I’m running for Mayor to deliver long range plans that work today and prepare us for tomorrow.
I will:
· Develop a long-term strategic plan for growth and sustainability
· Align city operations, policies, and budgets with community priorities
· Promote smart development and economic opportunity
· Ensure transparency in financial planning and city projects
· Create lines of communication between the City Council, the Land Use Development Commission and Chubbuck Development Authority to insure all 3 entities share the same vision.

Foster a culture of trust and collaboration inside City Hall
Empower department heads through training and accountability
Strengthen relationships with developers, small businesses, schools, and ISU
Ensure council members have the information they need to make informed decisions.

I will:
Establish Working Groups to better understand the needs and concerns of: Builders / Realtors Associations Development Consultants Local Small Businesses
Establish / Strengthen our working relationship with other agencies including City of Pocatello, Bannock County, School District 25, Portneuf District Library, Bannock Development Corp, Southeast Idaho Council of Governments

Align city budgets with community values and priorities, making sure that every dollar spent produces the desire results.
Hold departments accountable for service quality
Create feedback channels for residents / businesses to voice concerns and express ideas
Track individual initiatives / projects to ensure promises made are promises kept

Without a clear vision, a reference point to orient ourselves, we just walk in circles. This same logic is true for individuals and organizations, including City Government.

In 2018, following years of preparation and the guidance of a 20 year capital improvement plan, we successfully upgraded the cities drinking water infrastructure.
The new well, tank and booster station now provide capacity for future growth.

Without commitment to long range planning, the Strategic Plan adopted by city council in 2018 has fallen by the wayside.
This plan identified 10 key areas of focus, establishing specific goals and outcomes for each area and assigned responsibility to specific departments.
What once was a vision / guidance document for the entire city has been ignored, failing to follow through with the commitments the city made to its residents.

During my time as executive director of the Chubbuck Development Authority (CDA), the City and Chubbuck Development Authority shared the same goals & vision.
The CDA invested $42 million into our city, including recent projects like Stuart Park Renovation – Splash Pad Construction, roadway reconstruction in the Stuart Additions and Country Acres neighborhoods, construction of New Day Parkway / Northgate Interchange, and more.

Without effective leadership in recent years, the City and CDA were unable to identify and accomplish an improvement project. This resulted in the City / CDA being unable to allocate $1.7 million dollars of monies already collected by CDA and instead, returned the money to Bannock County for distribution amongst other taxing districts. Those lost dollars represent lost opportunities for residents of Chubbuck - $1.7 million of them to be exact.

During my time as public works director, I implemented an approach to accountability that focused on four key topics.
Proactive - meaning don’t wait for the problem to come to us.
Process is important - meaning honesty, integrity, transparency are as important as the outcome
100% effective - meaning always serve the city well. Even in slow times, be productive.
Continuous Improvement - meaning we must always strive to be better. For ourselves, for our co-workers, for our community.
My staff was held accountable to these principles and ultimately held each other accountable to these principles.

Without any accountability or recognition of checks and balances the city exchanged a parcel of ground with frontage on New Day Parkway (which was part of the Parks Master Plan) for a land locked parcel with no improvements.
This was completed without any public input. When questioned about the process, the City ignored the request for reconsideration and moved forward with the land exchange, including a Department Head recruiting public testimony in support of the exchange.
