**NEW** I like your vision for city parks, but how will these improvements be funded?
The Parks Mater Plan, adopted in 2018 coincides with the implementation of Parks Impact Fees. These impact fees are intended to fund park expansion, so our city maintains the same level of service for parks. To date, the city has collected approximately $1.5m in parks impact fees. I intend to leverage those funds as local match for grants and agency participation in our park improvement plans.

**NEW** What are your thoughts on the use of Urban Renewal Plans (TIFF’s) and the newly created Yellowstone Corridor Plan?
I support the use of Urban Renewal Plans. The recently expired 1992 Plan provided nearly $50m for community improvements, including major projects like New Day Parkway, Stuart Park splashpad, street reconstruction of Stuart Additions and Country Acres neighborhoods etc.
The renovation of the Pine Ridge Mall is possible because of an Urban Renewal Plan established specifically for that site.
I have some concerns about the newly created Yellowstone Corridor Plan. It appears to support the development of 1,300 new apartments to increase tax revenue but the plan also diverts $40m away from the police and fire departments over the next 20 years.
I understand the intent of the plan but believe it should have been vetted further to determine the actual impact on all city departments before it was adopted.

**NEW** What is your stance on ambulance services for Chubbuck?
Currently, the actual ambulance service is provided by Pocatello, via contract with Bannock County. Our EMS / Fire Department are dispatched to each EMS call and do a tremendous job of initial care / treatment. However, there are legal limits on the efforts they are allowed to perform. For example, Chubbuck EMS is not allowed to transport patients to the hospital, so instead, the patient must wait for the ambulance from Pocatello to arrive. I want to be clear that both Chubbuck and
Pocatello are providing quality services, but the duplicate efforts by two separate entities increases the tax burden on our residents.

What can be done to take better care of the city parks?
If you have spent any time in our city parks, you are aware that increased maintenance efforts are needed. It really becomes a matter of priority. Typically, we pay attention to what is important. I support the Adopt a Park program and encourage residents to become active in their own neighborhoods. However, I also believe the city should supply needed materials and support staff to assist with community cleanup efforts.
City Hall is maintained by private contractors at a professional level. The parks should receive the same level of attention.

When will the railroad crossing at New Day Parkway be completed?
Great question…. The schedule is controlled by the railroad who is responsible for constructing the new rail crossing. As Mayor, I will add support to our public works department to raise awareness with the railroad and get the project moving forward.

Why doesn’t the city broadcast the council meetings?
The new city hall has state-of-the-art technology that allows broadcast and recording of all meetings. There is no reason why this technology isn’t being used. Under my leadership, all council, land use and development authority meetings will be broadcast to allow remote observations / participation.

The budget has been out of control for the past few years. How do you plan to lower taxes?
To control the budget, which includes property taxes, we must start by prioritizing how we spend the taxpayers money. This includes making sure every dollar is accounted for and that every dollar produces the desire outcome. This will take time, but I am committed to work with the elected city council and each department head to establish “priority based / outcome driven” budgeting. Net result, no wasted funds and actual results.

What’s your opinion on the Rupp family legal battle?
Although the City of Chubbuck is not part of the litigation, I believe we have the opportunity / obligation to assist the Rupp family with their development goals. The issue is access, and Chubbuck can provide it by coordinating with the Idaho Transportation Department to modify the Northgate Interchange access restrictions. This solution has been available for the past 4 years, but no action has been initiated by current Chubbuck administration.

Do you plan to consolidate cities by joining Pocatello?
I do not support city consolidation, however there is great value in the two cities coordinating efforts. For example, by formal agreement Pocatello currently provides plumbing and electrical inspections on Chubbuck projects. Pocatello is compensated for their efforts and both cities benefit from the relationship. I intend to strengthen the relationship with Pocatello and if appropriate, look for additional opportunities that better serve both cities.
